I agree, don't go by capacity or trying to put a certain amount of fluid in each fork. Make yourself a oil level measuring tool and use the method described by AzMtnThumper. Set the fender washer on the tube at 4.6", fill the fork with oil, getting it close to where it should be, set the fender washer at 4 bCIc2.
